Our Story

How We Started

The journey of RECEMPCO began with a vision shared by 28 dedicated employees of the Commission on Elections (COMELEC) who sought to create a better financial future for themselves and their colleagues. On April 15, 2005, they convened with the bold idea of forming a cooperative. Despite limited resources, an initial capital of only ₱15,000, and the challenges ahead, they were driven by the belief that together, they could achieve more.

The early days were not without obstacles. Convincing fellow employees to join and invest in this newly established cooperative was a daunting task. Many were hesitant, unsure about the cooperative’s potential. However, the unwavering determination of the founding members—who were respected leaders and supervisors in the organization—helped build trust among their peers. These leaders not only had proven cooperative experience but also a genuine desire to uplift their colleagues financially.

A defining moment in RECEMPCO’s history occurred within its first year of operation when a retiring member, PES Pureza Galenzoga, placed her trust in the cooperative. By investing her retirement benefits, she propelled RECEMPCO to surpass its first million pesos in assets—an achievement that was initially projected to take five years. This milestone marked the beginning of a remarkable growth trajectory.

For the first two years, RECEMPCO operated without a full-time staff, relying solely on the dedication of volunteer COMELEC employees who managed its operations. Their selflessness and commitment laid the foundation for the cooperative’s success. By 2010, RECEMPCO began expanding its membership beyond Region VIII, reaching employees in COMELEC’s main office in NCR and other Luzon regions. The establishment of a satellite office in Manila on December 12, 2012, further solidified its presence and allowed it to better serve members nationwide.

In 2015, RECEMPCO underwent a significant transformation by amending its bylaws. This change expanded its area of operations from Region VIII to a nationwide scope, reflecting the cooperative’s growing ambition and commitment to inclusivity. Despite its rapid growth, RECEMPCO remained grounded in its mission: to provide high-quality financial and allied services that improve the socioeconomic conditions of its members and their communities.

What began as a humble initiative by a small group of employees has now become a beacon of financial empowerment for public servants across the Philippines. RECEMPCO’s story is one of perseverance, collaboration, and unwavering faith in the power of unity—a testament to how small beginnings can lead to extraordinary achievements.
